The “30×30” Reality Check The protocol also establishes concrete enforcement mechanisms for the “30×30” target (protecting 30% of land and oceans by 2030), a goal set previously but which was dangerously off track. Under the new terms, nations failing to meet interim preservation milestones by 2027 will face trade tariffs on agricultural exports. This “Green Tariff” mechanism was the most contentious point of the summit, with major agricultural exporters initially blocking the text. However, a last-minute concession allowing for “technological nature-positive investments” (such as vertical farming subsidies) broke the deadlock.

Indigenous Guardianship Crucially, the Belem Protocol formally recognizes Indigenous peoples not merely as stakeholders, but as legal guardians of these critical biomes.
